If the hull is tight, how could water get in the boat and leak into those bilge holes? What are those bilge holes? The starboard hole looks like it should be there, but the port hole doesn't look like it is from the manufacturer.

PORT CARBON – A Pennsylvania Department of Transportation doing routine storm drain cleaning along Route 209 in the borough stumbled upon something akin to a time capsule.”Last week, they found one drain that was covered over during a paving project.
